Good to set query timeout otherwise infinite run time of queries will kill the server or slow down it.
But it depends on your server resources.

I am trying to run PostgreSQL procedure through Dot-Net code, its getting statement timeout all the time , in different scenarios.
Can you please explain is it totally DBA work to set timeout option for client, or else from Dot-Net only we can set?
